Looks like it is an article from "American Magazine" and comprised pages 223-233 of the magazine. What is pictured is only a portion of the article.
This site is selling the entire magazine (selling not sold) for $200. http://www.tomfolio.com/bookdetailssu.asp?b=OB294&m=220 So, magazine article, cut up and framed. Value probably is what the sticker says, I would guess.
