Default 1968 Topps Posters Repackaged into 1970 Wrapper??

Hi all,

I collect mainly wrappers, but came across this unopened pack that seems very strange to me. It has a 1970 product code and appears to have 2 1968 posters inside? There is no Topps logo on front as it has been replaced with All Star and some of the players in 1968 were retired by 1970. Can anyone shed any light on this or know what markets these were distributed or anything else? I did not see any of these graded by PSA so assume they must be pretty tough?
