I assume her frustrations come from not being listened to:

The A's ballpark is planned for a nine-acre parcel on the Las Vegas Strip and Goodman said the congestion makes the site less attractive than a larger site in north Las Vegas, which she proposed. However, the mayor and the city do not have jurisdiction over the Strip, which falls under the oversight of Clark County.

Yup...and likely they're underselling the cost of the stadium on The Strip, which leads her to believe they're going to eventually ask for more of it to be subsidized by the residents...and how will they be able to say no, once ground has been broken and a big hole is being dug out of Las Vegas's version of "Times Square"?

Fisher is a rat, and everybody can smell it on him from a mile away.

The city of Worcester Massachusetts made an agreement with the AAA Pawtucket Red Sox. Where the city would pay to build a stadium. It's currently at $155 million.

The Yankees received over a billion dollars from New York City to build the new stadium. It's always done under the guise of "creating jobs" but those jobs evaporate pretty quickly and not building a school or some other essential public space instead lasts forever.
