Default Help Identifying - Military Autograph

Total longshot, but this photo appears to be signed (and personalized) by a US Navy officer of unknown rank. Anyone recognize it?

Based on what little I can see of his sleeve, he's at least a one-star. Do you have the whole image? A reverse image search might be possible and help you identfy him.

Is he identifying as "Rifle Marksman" with the "RMM" at the bottom?

I think it's actually "RADM", or rear admiral.

And I thought my handwriting was bad...

Based on the above picture, it looks like his last name is Owens, but a search for 'RADM Owens USN' didn't turn up any likely matches. I think we'll need a clearer picture of the signature and/or the entire image to solve this one.
