Heritage, sales tax on interstate commerce

I received the below notification from Heritage last week. From the language of paragraph #25 it appears to be applicable to all states, not only Florida.

A) Is that correct?
B) Is this a new law in Texas? And if so,
C) Will this also apply to future B&L Auctions?
D) And what about eBay sales?
E) Should we expect the other states to be following suit in the near future?

Effective July 15th, Heritage will be required by state law to charge all applicable sales taxes on any items delivered to Florida addresses other than sales to dealers with valid Florida sales tax numbers who are purchasing for resale and who furnish us with a properly completed Florida resale certificate (exempt purchasers may furnish us with properly completed Florida exemption certificates).
