From his outfit I would guess that he is a process server, who seems to reassuring Mickey that the suit he is holding is garbage.

The noggin-topper on Mickey's friend is the type commonly worn in the 1920's, and thus of course it is Joe Jackson, because his last year in the majors was 1920.

I think that’s 1985 when Mantle did a little broadcasting. Could be a chance encounter or someone associated. Keep diggin. He may have looked a bit older in 85 - but the rest of the set fits.

Willie the Shoe? I'm sticking with that guess. Mickey's almost as tall as he is while sitting. Plus I believe Mick was known to play the ponies!
