Dave,

I was at the LOC in February this year and they no longer allow you to view the cards in person, from what I understand. The woman I spoke to said I would have to view the cards online. Major bummer.

I've not specifically answered your question though. I'm not sure if they have a Wagner or not. If they do, it's not shown in the T206 set gallery on the LOC website.
