Default Calling Scrap-masters....How to identify scrap/is this scrap?

I'm somewhat fascinated by true scrap finds but am clueless when it comes to being able to identify them. What do you look for in order to tell of something is scrap vs hand cut?

Would this be scrap? The left card looks way oversized and the left border looks wavy like it was cut by hand.
