I have used an iPhone5 to take detailed pics and they seem to be almost as good as a scanner. The key is to take a super close up pic of the front and reverse. That is taking a pic of a raw card or even a PSA card but when taking a pic of the SGC cards, there is a reflection of my phone , fingers and even sometimes the face.

A scanner alleviates all of these.

I think some eBay sellers try to take pics instead of a scan to mislead and not show all of the flaws that a card has. Their goal is to not show too much detail so that they can sell their card.

My scanner is pretty cheap, but I find that it shows flaws that I couldn't even see with the naked eye. Sometimes I go to sell a card on ebay and when I see the scan I have to downgrade it. Shows stuff I can't see with the naked eye. I'm not much on those angled phone pics. Shows that seller is not serious and maybe a crook.
