Default Who decided what players got more than one card in the T206 set?

I recently started collecting the T206 set (like so many others) and have realized that there are several players with 3 or more variations of cards i.e. Cobb, Chase and Bender to mention a few. What was the "criteria" for receiving more than one variation or pose? Why is there 5 Hal Chase cards and only 1 Tris Speaker? Was it based on popularity?

It would be a lot easier completing the set if there was only 1 or 2 for each player, not to mention a lot cheaper!

imo,popularity of players was the basis for how many poses/cards you got. chase was a very popular player and regarded as the best 1st baseman of his times.speaker was just beginning his great career as was zack wheat,so that would explain 1 each card of them.
