Default Any Japanese jersey experts?

Picked up this really cool Japanese (although someone suggested Hawaiian?) baseball jersey. It is made out of some kind of light canvas(?) material (kind of like my karate uniform).

But I have never heard of this team, and I can't find any reference to the word on the internet.

Any experts out there? Looking for time period also.

The word Kikanku (機関区)refers to a division of JR (the main railway company in Japan) that deals with train maintenance and repair. Likely that was a jersey from a JR company team. Not sure about the age, but a cool piece!
