Default Is this E96 ripped???

and the left border in about the same spot looks like a chunk is missing??? Am I incorrect here?

I think it is a shadow from the insert.

I have cards, in SGC holders, that get stuck behind the black frame. One that I have actually never fit the frame and the card just floats around in there. This e96 looks like it may have slipped behind it.
