R775, Jiggley's from the 50's....they made several themes including military,western and circus. Not high value but they are a bit different.

If that's how the card was released, I don't see how that's a problem. Maybe for that specific issue, every card has been stapled. So no grade other than a 1 could be awarded, no matter the condition of the card. Looks like they wisely made the decision to allow for a waiver on that one.

Default the staples

by themselves are not a problem as they are original to the production and final product - but the fact they are rusted should be reflected in the cards grade. A nm/mt grade implies no such degradation. It's a handsome card in apparently quite nice shape - but the grade should embody all of the elements that make up the technical condition. A beautiful card with an invisible crease is still a vg at best - the same application and TECHNICAL grade I would give to the card in question.
