Isn't there a PSA qualifier for a card being out of focus ? If so why wasn't is used ?

I saw the card in person and it is very over graded, 3 at best it is one of the blurriest T206's I have ever seen. The last REA auction they had a Plank PSA 5 that sold for $52,000 including the vig, I would be surprised if this goes over $42,500 and who ever wins it is not going to be happy when they receive it.
