That is a cool story and I doubt that Babe signature passes muster without it. I don't remember seeing one like that.

Worthless COA from Rareandsigned who is deservedly on Ebay's Banned COA list.

The length some of those Ebay sellers will go to sell their garbage.

As a general rule of thumb, the length of the story is inversely proportional to the likelihood the item is authentic.

But hey you can email them to confirm the integrity of the certificate and my guess is that they will reply that yes that is a certificate. However, they say nothing about confirming the integrity of the autograph .
