Default Grading strip cards and hand cut cards

There are no published standards for grading strip cards and hand cut cards. None of the grading companies have published acceptable standards for these cards. How does a strip card have to look and measure to be graded and slabbed? What is considered "trimmed" or unable to be graded? How does everyone feel about grading strip cards and hand cut cards? What do you think should be the set standards? What are your experiences with submitting strip cards for grading? I have been looking at a good number of these types of cards and I would like to find out just what the general opinion is in the hobby.
I see in the new SGC magazine, there is an ad picturing a 1959 Bazooka Mantle graded SGC 88. The card is hand cut and shows extra border. I know SGC also grades strip cards. Does PSA or GAI also grade these cards?
