My guess is that the price tag is there to catch people's attention and draw a lot of eyes to the item. The auction says "if you think the price is too high, just make an offer".

Obviously the starting price is just a ploy to drive traffic.

I see certain sellers do this kind of thing to avoid paying sellers fees. They post a high price and say make an offer. They settle offline for a price and cut Ebay out of the deal.
