Default 1960 Topps Wrapper question

Hi Guys:

I am not a wrapper collector, but saw these and had a question.

This first 1 cent wrapper sold yesterday for $1624. See:

Here is another that sold just today, I assume by one of the underbidders for less than $300 which to my eyes appear in much nicer shape:

The only difference I can see are the offers on the wrappers. Is this the reason for the difference in price? Is the offer for the album really that rare or is there another reason for this difference in "valuation"?

1600 for a 1960 wrapper sounds excessive. I would think you could get an unopened pack for not much more than that.
