Default 1939 Pirates "Spears's Men's Shop" Premium?

Hi guys. Hoping someone could tell me exactly where this originates from or if it's part of a larger designated series. Haven't been able to find anything referencing it. Found it in a scrapbook of various sports stuff from the era.

1939 Pittsburgh Pirates "Spear's Men's Shop" Team Picture

"Compliments of Spear's Men's Shop" stated on both back and front

2 sided. Appears to be on thicker insert or premium paper.

Measures 10" x 8" inches but could have possibly been trimmed down from a slightly bigger size.

Wondering if this was a straight insert in a particular publication. Possibly the back cover to a Pirates program of the time period. I see "11" on the back, but not sure if that's a page number or just part of the trade union insignia.
