I saw a bidder several months ago that had over 2000 retractions.

Edit to add: He is down to a little over 1700 in the last 6 months.

I once complained to eBay about someone who was retracting their bids at my auctions. They told me that eBay watches these bidders and will take action against them if they have repeated retractions.

So, don't worry, eBay will take care of this person who has 369 retractions.

YES, is the answer to this question. Following the publishing of this thread, it appears that this bidder retracted bid(s) on our '63 Maris PSA 7. Based on the large number of bid retractions from this bidder, we have blocked him from bidding with us.

eBay wants to be the next Amazon, so they don't care about bid retractions, because they would rather you list it as a BIN than an auction.

Doing nothing about bidders who retract lead you to posting more BINs out of frustration. They win.

No.
Peter, you know we cannot list ebay ID's on public forums without possible backlash. If others want to block bidders with bid retractions, they can do so on their own accord.
