The sheets were printed one at a time. In the middle of the first print run of 1974 Topps, Ray Kroc unexpectedly bought the Padres to keep them in San Diego. Topps stopped printing the cards and changed all the cards from Washington to San Diego. The Padres on the sheets that Topps hadn't printed yet don't have Washington cards.
