What's the deal with this T206 Doyle?

I am new to this so forgive any ignorance here. I was looking at eBay auction (link below) and trying to figure out if the PSA holder is labeled wrong. Should it be labeled just Doyle, NY instead of NY Nat'l? Thanks for the help.

PSA's website shows the card as a "N.Y. NAT'L, HANDS UP" card. I am a novice, but it would appear that PSA has mislabeled the card.

PSA does not mislabel cards, this is the RARE Doyle variation, you just can't see the Nat'l in the bad scan. Dan
