I'm thinking it's too round for Rugby.
From some quick internet looking, Soccer balls seem to have been sewn like that in the 1890's and a bit past that. But basketballs also looked like that. Any clues from the mount it's on? Or an object in the photo with a known size? |

A quick search of 1890's Soccer balls shows that the ball shown in your picture is a goodyear soccer ball. At first look the ball resembles a basketball. which makes sense because the first basketball games were played with soccer balls.
