That's a "Florida" set of forgeries.

They are mass-produced out of Florida.

Rocchi and Gorajczyk have that on their Facebook page.

One of the Florida sellers has a listing of the EXACT item. The "Florida" sellers have sold hundreds of them. None of them hand-signed.

I just realized it is the one posted by the OP.

They could if they wanted to but cracking down on forgeries reduces their profits

And I was about to make a come back too with the new PSA Quick Opinion tab on all the listings now.

Still, dopey sellers like the OP will go unchallenged by E-bay and their dopey buyers and will continue to sell complete disgusting garbage like this 500 HR Piece because people are too dopey and cheap to click on the PSA logo to tell them what they are about to buy is an easy to spot scam fraudulent forgery.

My "thoughts on this piece" are that it is a complete "piece" of S***. If you had any integrity whatsoever, you would stop selling this disgusting garbage.

It is sad this exact same piece has been around for years I cringe when I see one in a sports bar. The blue auto black auto symmetry allows you to spot this a a fake from miles away. I am a novice Autograph collector who has always been a fan of 500 HR items and it sux to see so many frauds.
One way to avoid this is to put together modern cards that topps upper deck etc. Issued in packs of the 500 HR club. Except for first 3 Ruth Foxx Out, they are all easy to find.
That said I completely understand that the display value of the lithograph and the ball are powerful draws. Problem is thieves understand it too.

Many easy giveaways...

Including the fact that this brand of fakes are grainy second or third generation copies printed on inkjet paper.

I purchased (from AtAuction and Ebay) about a dozen Mickey Mantle autographs "authenticated" by Stephen Rocchi and John Gorajczyk of Guaranteed Forensic Authenticators (GFA) and every image was produced on inkjet paper and not one of them was hand-signed.

I call it the Forensics Scam or Total Incompetence.

From another "Florida" seller.

As you can see, at the "Buy It Now" price, they are telling you they are forgeries.

The cost to produce it is under $5.00.
