Proper thing to do is to send back to PSA one of two ways:
1) If the owner submitted the card to PSA, they should return as a mechanical error. 2) If they paid a Babe Ruth price for the card, they could try to get a refund from PSA under the Grade Guarantee or the person they bought it from.
