Default submitting 50s cards

when submitting cards to PSA/SGC, is it okay to submit them in a card saver semi-rigid without the penny sleeve?

I submitted a card for a friend at the National this year and the PSA customer rep. actually had me take the card out of the top-loader and insert it into a card saver.

So to answer your question...yes a card saver is fine when submitting.
