Default evidence of trimming vs. cut short

Another thread mentioned a card coming back ungraded with "evidence of trimming."

So I was wondering if any of the grading companies have the ability/experience to differentiate between "evidence of trimming" and just a legitimate "short cut?"

And will they grade the "short cut" but apply some sort of penalty or qualifier?
