Because the lithographers didn’t have a signed release form from him. I doubt we will ever know why many specific players did or did not sent one and did or did not consent to sign them. I don’t think we have a conclusive answer for even one single subject. As Hooper was an average player in 1909 and 1910 I doubt any real significance was given to him.
