Is there some way to find out who is bidding on this card?
Just so I can slap him as a matter of general principle? The auction is barely 12 hours old and he has placed 27 one-dollar bids.

Only thing I can think of is that someone would want people to think that lots of people are bidding on the card in an effort to dissuade them to bid.

Two comments
1. He's not wasting his time. He placed all 27 bids in less than a minute. 2. His feedback is over 10,000. If this is as a buyer, it is reasonable to assume that he has made about 3.000,000 bids just on the items he has won. I don't think he needs a tutorial on how to bid on eBay. He's mastered it.

He has bid 58 times on another item and averages 9 bids per item. Based on his feedback, maybe his strategy works.

I'll often put 30-50 bids on an item just to see if I can scare others away. It may have worked a few times, who knows? It's hard to say. There's 4 guys that I bid against almost every time. I'm sure they know my id by now, just like I know theres.. I doubt they're falling for the trick.
Other times I'll throw one bid on a card near my ideal price point. I try to find the most random number possible, say $113.13 and if I get it good, if not oh well.
