Default Why No PCL Players in T206?

While I have a read a fair amount on the T206 set (eg. Scot Reader's guide, T206Resource.com, etc), I can't seem to get an answer as to why the set does not show Pacific Coast League players. Obviously the actual tobacco in the ground and the business/production/marketing side of American Tobacco Co's operations were more concentrated on the East Coast and Midwest, and the cards themselves depict players from leagues in the east and Midwest. But the PCL was a significant league full of significant players--you would think the league would have been attractive to a company trying to sell tobacco products across the U.S. Maybe it has something to do with the fact that PCL players' cards were being used by Obak and ZeeNut? Or maybe it was just a logistics thing and the west coast was too far away? Or maybe the ATC didn't do much business out west and east coast baseball fans didn't care about far away leagues like the PCL?

Obak was an ATC company. Regional marketing would seem to have been a good strategy. Consider too the regional distribution of the so-called Southern Leaguers.

T206 and T212 were Burdick's designations, not ATC's.
