Finley and Steinbrenner I think at some point get in.

Lots of talk lately about Pinson getting in, I looked up his stats, impressive career but to me not HOF worthy.

You can probably go ahead and cross Marge Schott off that list.

There's no particular reason as much as there's an argument over which reasons make the Top 10 list and which are better left ranked lower in a Top 20 list.

I don't think there's any way to know whether the Negro Leagues will add 1-2 players in the next 20 years, or add 10-20 players. Even if it is the latter, it is not obvious who those players will be. The names you mention (Brewer, Allen and Trouppe) are all possibilities, but there are so many players whose stories are being uncovered that there's no way to know. Donaldson, Redding, Malarcher, Vic Harris, Gus Greenlee, Dizzy Dismukes etc. So many names that have a legit shot if the voters (and those who decide what will be voted on) decide to view the Negro Leagues as a parallel league and assume there should be a similar number of inductees. (FWIW, this doesn't seem to have happened.)

We know how this will likely play out. None of those you listed get in, and instead they find the front office equivalent of Harold Baines; a name so obscure that nobody has thought of him in years. Let's have a warm Cooperstown welcome for Marvin Milkes!

As to your list, here's who I'd have no problem seeing enshrined, or in some cases, where logic would outweigh personal preference:

Buzzy Bavasi
San Breadon
Charles Finley
August Hermann
George Steinbrenner

Billy Martin
Joe Wood

I'll defer to others for Negro League players. Never was my area of interest.

Bob Howsam deserves induction. Architect of the Big Red Machine.

And I would add John Brush to that list as well.

One guy I think could get in is Larry Lucchino (considering Pat Gillick being inducted).

He was with the Orioles when they won the 1983 World Series.

President of the Orioles from 1988 - 1993, and built Camden Yards.

President/CEO of the Padres from 1995 - 2001. 1998 World Series, and built Petco Park.

President/CEO of the Red Sox from 2002 - 2015. Won 2004, 2007 and 2013 World Series; and initiated the renovation of Fenway Park.

He was also an executive with the Washington Redskins when they won Super Bowl XVII; and he played on the 1964-65 Princeton Tigers team that went to the Final Four (their team captain was Bill Bradley).
