Default Rough condition, but is it a ring bat???

I have seen this bat for sale before, but recently came upon it again.

I'm not savvy on turn of the century equipment nomenclature, but is this a ring bat?

Looks like it's had some additional "artwork" applied, but has three sets of rings on it.

Worth picking up and restoring? Pick it up and leave it? Or pass on it?

I can't make out what is depicted on the barrel, but have seen this type of artwork/carving etc. on implements made for the tourist-trade in Mexico and Cuba for example. The ones I've seen are actually sugar cane pounders/stirrers and not baseball related.

Ah. Good to know. I can't make out much in the pics either.

There is a lot of wear on end of bat perhaps from pounding onto something a lot so perhaps this is some form of tool
