Default 1887 Allen & Ginter Cap Anson 2.5 Offer Question ?

First I understand a seller can price their baseball card at any level he or she may wish. Depending I suppose if they really wish it to sell, shouldn't a price be somewhat in-line with printed or a grading companies published value---example the 1887 Allen & Ginter Anson baseball card--

It appears Ebay listed sell prices may be up to twice various published value guides. Why the vast spread in values. ( I understand Ebay/papal 13percent fee's)

I offered a seller 1750.00 for a 2.5 Anson--and was countered at 2150.00. free shipping--

So how does one determine a fair offer price?--was my offer not fair comparing to grading companies published values in that grade?
