RobertSHmmm...I may not have been alive in the 1920, 30s or 40s, but I don't think people traveled on trains with their own news agency photographers in the hopes of meeting someone famous. 
Moroever, if the photographer was simply following Connie, the news agency likely would have cropped the guy out or not issued the photo at all, if it was some random train meeting.
The unknown guy in the photo may just have been some contest winner or someone of that ilk -- meaning, not a baseball-related person or anyone famous, but someone newsworthy on that day and forgotten ever since.
All I know is he is happy...and I was happy to pay $5 for Connie.
