It's a gambling game. My bet (ha!) is that if you tore open one of the slips, there would be a number or maybe a team name. The prizes would be awarded based on maybe how many runs were scored on a certain date, and the corresponding ticket would win the prize (or pool of money). There are countless variations to how the game could be run, but the bottom line is it's a gambling device (or "tip board").

They're pretty collectible, and I have a few that are similar. Unfortunately, yours is pretty plain with no interesting graphics, which hurts the value. I'd place the value in the $10-$20 range.

Edited to add that most of the examples of these types of gambling games I see have a cost to play of 10 or 25 cents. These usually date to the 1930s, '40s or '50s. The fact yours has a price of $1 makes me wonder if it's from the 1960s or maybe even early '70s.
