Yes it is blue, I believe it is the only known one with a blue background and bright yellow logo.
It is actually a fairly important card in the hobby in my biases opinion.
There is a thread on here with pics of that exact card background turning from green to blue. Before I posted pics several blue cards were being sold at a premium. Now most know it is really a altered card and not a rare printing error, saving many collectors some cash.
