Baseball cards are a quirky and impulsive business sometimes, people will overpay to "win" an auction and will avoid BIN pricing even if its less, sometimes bidding is done in the heat of the moment and that thought vanishes after its over with, but the underbidder is a buyer of good quality cards and whatever reason he has, if he wants the card, he has been contacted fairly and notified of the situation. If someone else wants the card, its now being offered at a BIN, best offer and if no one wants it, well its not the end of the world.
