Judge DredI would guess that ebay means that the insertion fee is 10 cents but all other fees apply if you use the extra features (BIN, Gallery, bold lettering, etc).
Perhaps they need to clarify that the 10 cent insertion fee is for items being sold with a minimal starting price and no reserve and the listing must start on the day that the 10 cent listing fee is offered.
