Lance, I don't think that's what they are doing. Ebay's business plan has been stores with fixed-price listings. This new rule actually encourages that.
Could be that these particular categories are actually better for Fixed Price listings, rather than auction-style as ebay claims. By making non-store sellers switch to a format that brings in less profit (auctions), they are encouraging those sellers to purchase ebay stores so that they can continue with fixed price listings.
