Thanks for chiming in here; and, your point is a good one. And, welcome to

Furthermore, if I recall Burdick's notes correctly, he dated all three T213 sets as having been issued "1913 - 1914".
And of course, we now know that the T213-1 set is indeed a
1910 issue.
