The gap in the top black border seems consistent as well. If it was a planned mark they'll all have both, if it wasn't there should be ones with the gap but no mark. (Plus maybe transitional ones if there were plates being replaced because of wear. )

All of the ones that I checked that had this gap in the border also had the red
mark.
The red mark looks a little different on this one but the scan is small and the cards is a little dirty around that area.
