Hopefully they weren't damaged. Unless it's a crazy expensive pennant, I actually prefer them to be shipped gently rolled like that. It saves on the shipping costs and they generally arrive in good condition.

I've had some pennants arrived folded (and I'm using the term folded generously) and stuffed in an envelope.
