Originally, I threaded the wire through
binder clips before I crimped the wire. This worked great, but the "spread" of the binder clips made it impossible to "scrunch" the pennants together. So I had to use wire cutters to remove all (except the two shown) the binder clips and go with
butterfly paper clips. These can be put on after the fact. There are two pennants in every poly sleeve.
