Yes, it is period, and inscribed. i am pretty sure I sent you a photo of it a long time ago, but posting photos is not my strong suit.
I have 1870 and 71 related guides and convention manual, but not 1867, sorry.
However, since the paper was the Tribune, it is even more likely it was Chadwick.
Anything pertaining to rules was usually left to Chadwick to report.
