Shill Bidding. I apologize for the delay in responding to your email
and for any inconvenience this wait has caused you.

If a member violates eBay policy, we will investigate the situation and
take appropriate action, including issuing a warning, suspending an
account temporarily or indefinitely, or terminating the membership.
However, to protect the privacy of all members, we can't disclose
information on another member's account, and we can't provide the
details of our investigation.

If you'd like to find out if a member is a registered eBay member,
simply follow these steps:

1. Go to:

http://pages.ebay.com/services/forum/feedback-login.html

2. Enter the member's User ID.
3. Click the "Find Member" button.

If they are no longer a registered member, then you will see the
following text: "No longer a registered user."

Out of concern for all our members, we can't discuss the result of our
investigation of a member's account with another member. I hope this
assures you that your account information will likewise remain private.
I can tell you, however, that our records indicate that the user you
reported is no longer registered with eBay.
