I've bought and sold several items that were listed with BINs - obviously there are a ton of dealers out there with ridiculous prices who make eBay into somewhat of a museum, but there are sellers who use BINs at reasonable levels to ensure a card they want to sell doesn't sell below a price they are comfortable with in auction format.
