I do not think Roop is about to go out of business - they just changed their business model presumably to avoid that option. Of course, if more of us bought their stuff, we wouldnt have to worry about it (disclosure - I have no financial interest in MJ Roop - I just wouldnt want to see them go out of business since I really like their binders).
As for their binders, they are sold individually. I presume that when they are referring to a "binder system" they mean the binder, d-ring, slip cover, page lifters and checklist. I have no idea what museum quality actually means - but I can say that the binders are nice looking and constructed well.
