Id never call the 1938 R323 cards rare, far from. They are scarce compared to most of the other Goudey regular issue sets, but the 1941s are even scarcer overall. The "rarest" R323 card is the Lombardi Red Sox Error card, and I think it is undervalued IMO.

IMO the R323's are scarcer than the earlier Goudey Gum pack sets because by 1938 Goudey and other card companies went more the Premium route where cards were distributed by turning in wrappers to the store clerk for a larger premium card (ie all the R314 and R303 subsets) I dont think they were as available for purchase as the earlier 1933-36 Era cards.

PS. Love that grade your collection is, nice well loved solid cards. The Doerr should come around soon, there are plenty of them out there in that grade.
