Just a clarification on the above - yes, Paypal can pull money out of your Bank account, not just your Paypal account. It is in their fine print users agreement that you sign when you open a Paypal account.

I agree that Paypal's Buyer's Protection is a joke and I make that assertion from personal experience. Their customer support is awful.
