Hey, what exactly is "Cards must be valued under $100 each" based on? This seems to be very wide open to interpretation.

Does it refer to Beckett 'book value' or some other indicator? I believe some PSA criteria revolves around the amount the card(s) would be insured for in the mail, but if that were the case, couldn't someone send a real valuable card along and just insure it for $100? And, along those lines, is it the graded value that counts? What if you have a 'valuable' card that's in rougher shape, do you base its value on the card in general or specifically on what it would be 'worth' based on its final grade??
